This is not a legal advice to anybody, just explaining who I did!! Risk is yours!!.
On my passport "Surname" was empty. Complete name was under "Given Name". Assuming on passport:
Given Name: �Harjinder Singh"
Surname: ......empty....
Just went to Embassy of India - Washington DC. Filled a "Miscellaneous form" and under purpose pick OTHERS and write �Name Split". Then write on form what you want.
I requested " Split my name as Given Name = Harjinder; Surname = Singh".
Attach a photo on form, pay 20$ fee and collect a corrected passport next day.
As long as you are not changing the name this should be fine otherwise what will be in advertisement " My name is Harjinder Singh and I want to declare my new name is Harjinder Singh???" unless changing a name it seem simple 2 day task via Miscellaneous form.
Rest EAD / 485 I don't know because I am not at that stage yet.

Spillover mentioned in the "VISA BULLETIN FOR SEPTEMBER 2008" can only be used in the timeframe Sept-01-2008 till Sept-30-2008.

Thank you to IV core and all its members who acted to bring pressure to bear on USCIS and the DOS to overturn the July 2nd Visa Bulletin update! :) :)
Thank you from the bottom of a mother's heart.....My son was aging out and now he is SAFE! For the first time in a long, long time I know my family will remain intact and that means the world to me and them.
Thanks to every last one of you who participated in flower campaigns, wrote letters and emails, wrote personal stories, contacted media, marched in the SJ rally, came up with creative ideas to garner attention for our cause.....you are all awesome.....Thank you, thank you, thank you :)
The IV organisation can count on my ongoing particiaption and support. I know we have bigger battles ahead and I will be there every step of the way!

I had the first-hand opportunity to meet and see IV core members working for our cause. Really, it gives you the chill that thinking its the same GC everyone on this forum wants but the dedication with which they are approaching is amazing. There is no point talking about what we "could have done" after the congress session is over and god forbid, our bill doesn't pass through. 2008 is all about elections and the citizens, not too much of immigration will come to forefront, so please think.....

T I am not a core member, but I trust these guys, they have been working hard putting in their own hard-earned money for travelling, and carrying out IV work. At this point, IV really needs two things, more members and more FUNDS . IV needs you to contribute, even if it is $20

Truly agree with you and thomachan72. Not sure why folks disagree on this case without humane treatment. And that too for such cases when a pregnant woman who will not be running away during her labor pains - why needs to be shackled ?
In fact once my post started I was abused by many and redded too. Gave a green for you here. Again I am not supporting illegal immigration or undocumented stay. Anything which is legally punishable is fine as its law. But there are cases that have to be attended with leniency (at least this case).

What does it mean that EB2 numbers became unavailable as of Aug 21st? !!!!!
The Sept Visa bulletin (http://travel.state.gov/visa/frvi/bulletin/bulletin_4328.html) states that India EB2 cutoff date is 01 Aug 06 !!
If the visa numbers are indeed exhausted, then, the Sept Visa bulletin will be INCORRECT ! and the USCIS/DOS has to redact the Sept bulletin !!! Sounds like another fiasco brewing to me ! Call it EB2-I Fiasco ! You heard it first here. :)
Would be interesting to see how one can legally corner USCIS with proper evidence that they bungled up. They could always keep all cases in pending state , saying they are still processing/waiting for data, examining details etc, and not have to approve any EB2 cases in the month of Sept..... But would be very difficult to hide it from public and AILA etc...
They could then wait until Oct so new numbers get allotted, and then they can adjust EB2-I cutoff dates more carefully at that time.... gimme_GC2006 pray to god that , come oct bulletin, EB2-I does not retrogress beneath your PD ! All my best wishes to you.

I had to be persistent with my complaint with the Ombudsman. Finally I got it later in the year. When I sent my complaint in, sometime in July 08, I thought I was among the few who were left out. But this thread suggests that there are a lot who were bypassed when they gave GC's to PD's in 2005 and 2006 last year.

I believe we should indicate our thanks to IV in terms of funding as well.
Also we need to stick together in future as well.
